Raymond Chong
is Chief Executive Officer & President of Flying Swan Trading Company, LLC,
in Houston, Texas USA. The Company facilitates international trade transactions
between buyers and sellers for the import of and export of goods between Asia
and the Americas, market product lines, and advance asset sales.
Mr. Chong promotes investment and trading opportunities in Kaiping City,
Guangdong Province, People’s Republic of China.
Raymond consults land development and public infrastructure in the Americas and in Asia. He is Executive
Vice President in traffic engineering and transportation planning for SP
Engineering, a civil engineering firm. He is an Associate with HHL Group, urban
planning and landscape architecture firm. He is Strategic Planning Director for
Transit Oriented Development Houston, a consultancy.
Mr. Chong is involved in several enterprises. He is Vice President –
Strategic Planning for Resource Recovery Corporation, a Clean Energy company.
He is Director for Global Mineral Services, in mineral purchases and mine
reserve sales. He is Development & Infrastructure Advisor for Leader
International Group in project financing. He is President for Generations, creative developer of films, novels, poems.
Prior to Flying Swan Trading Company, he was Director of China
initiatives for Edminster, Hinshaw, Russ and Associates, Inc. (“EHRA”). Raymond managed traffic engineering and
transportation planning for EHRA’s Houston office, from 2009 to 2010.
Raymond served as Deputy Director in transportation infrastructure for
the City of Houston, America’s 4th largest city, from 2006 to 2009. He
was Vice President of the National Association of City Transportation Officials
from 2007 to 2009.
He obtained his B.S. in Civil Engineering (University of Southern
California) in 1977 and his M.S. in Civil Engineering (San Jose State
University) in 1988. Raymond has over three decades of professional experience in traffic
engineering, transportation planning and civil engineering for public agencies
and consulting firms.
Mr. Chong is founder and past President of the Texas Chapter of
International Chinese Transportation Professionals Association. He serves as Secretary-Treasurer
for Houston-Shenzhen Sister City Association.
He was previously Adjunct Professor at the University of Houston in
transportation planning in 2009.
Mr. Chong is a Professional Engineer, licensed in the State of Texas, and
a Professional Engineer in Civil Engineering and Traffic Engineering, licensed
in the State of California. He is
certified as a Professional Traffic Operations Engineer and a Professional
Transportation Planner.
Raymond is also certified in Intelligent Transportation Systems by the University
of Maryland, in Project Management for Transportation Professionals by
California State University, Sacramento, and Strategic Leadership by American
Management Association.
He maintains professional memberships with the American Planning
Association, American Public Works Association, American Society of Civil
Engineers, International Chinese Transportation Professionals Association, Institute
for Transportation & Development Policy, Institute of Transportation
Engineers, International Municipal Signal Association, ITS Texas, Transportation
Advocates of Texas, and Transportation Research Board.
Raymond has served at several nonprofit organizations. He was President for
Ventura County Chinese American Association, from 2004 to 2006. He was President
for Northern California Chapter of International Chinese Transportation
Professionals Association, from 2002 to
2006. He was Founder and Board President for Oakland Asian Students Educational
Services, from 1991 to 2000. He was Board
President for Wa Sung Service Club in Oakland, 1991.
Mr. Chong holds business memberships with Asian Chamber of Commerce,
International Trade Center, Asian American Engineers & Architects, and
Chinese Professional Club.
